Needs adjustability

Decent water resistance. Got this size to go over insulating layers, and they should fit fine. Needs shock cords for adjustment in the waist and hood. The hood is huge, I can wrap it completely over my whole head with material to spare. The wind just blows the hood off with no way to keep it tight. If it was cheaper it would be better rated, but still dinged for no adjustability.

Propper is it!

I have switched my entire work attire to Propper. I'm retired LE, and have also worked for the State for a long time teaching inside and out in the Academy system. I used to wear stuff from that company with three numbers. Hated the fit on everything. Propper fits well in everything.

Great rain jacket.

Jacket fits a bit large but if you have a vest or sweatshirt underneath it would fit great. Nicely packs into its own pocket and has a loop you can carry it easily. (Would be nice if it packed slightly smaller). Works well in heavier rainfalls as well as light rains.
