Measurements: Laying flat, from waistband to hem, the petticoat measured 22-23 inches in length (22" if I didn't mess with it; 23" if I pulled it out a tad to makes the crinoline a bit flatter). The waistband, flat, measured 11.5" across (so, doubling that, the minimum waist would be approximately 23") and, stretched out, measured 22" (doubled, maximum waist would be about 44", however that would be stretched as far as it would go, with no give, and I don't think it would be very comfortable at all). For statistical purposes, I'm 5'6", 32.5" waist, 45" hips, usually a size 14 in jeans. Sitting at my natural waistline (keeping in mind that I have large hips and behind, and that my natural waist-line is probably higher than I'd be comfortable wearing an actual skirt or pants - I bought this to go under a dress), it fell to the top of my knee-caps. I was definitely nearing the "max" for a really comfortable fit in the waistband, but for my size, it was not uncomfortable at all, and it could've gone a few more inches and still been okay. I took a chance that it might be too tight, but I didn't feel constricted, and I'm pretty sure I won't have any problems wearing it for an extended period of time. The package it came in says it's rated for 90-160 pounds. I'm at 180, so I think taking your measurements into account is a better idea than worrying about the weight limitations. That being said, the "One Size" measurements listed on this item (waist: 23-29", hips: 34-40", dress: 6 to 12) are kind of off. If those were legit, there's no way I could've pulled it up over my hips (which I did, with no problem...or ripping). It didn't seem too scratchy to me, but I plan on wearing a slip between me and the bottom layer anyway, so I didn't pay too close attention. There's a top layer made of crinoline-type material, and a bottom layer made of a slightly less scratchy netting material. Sorry, I'm not overly familiar with the materials used, except to say that, while other reviews have rated it as rather delicate (and I agree, no excessive tugging on it!), I would say that's definitely a couple steps above costume-material. And at this price, I'm tempted to get more in other colors. Overall, this exceeded my expectations, especially considering the quality for the price. I was worried I might need two in order to get the right amount of volume, but it's definitely enough for a low-key 50's look, and I would even go so far as to say it looks exactly like the picture, volume-wise.
